The Supreme Education Council (SEC) of the State of Qatar
is a government institution established to promote and ensure excellence and
innovation in K-12 education.
The Education, Evaluation and Higher Education institutes
are three independent bodies affiliated with the SEC along with supporting
offices to carry out its progressive education reform policies.
As part of the ongoing education reform, the SEC seeks to recruit a
highly qualified candidate for the following position:
Senior IT Project Manager
• Set up and manage appropriate governance structures and
reporting relationships.
• Participate in project definition workshops.
• Participate in business analysis sessions.
• Analyze problems and propose possible resolution options.
• Plan and conduct the activities for all project phases.
• Establish effective issue and risk management procedures.
• Establish effective change management and benefits
management procedures.
• Maintain the documentation for the whole project life
cycle.
• Manage the project / application team members to satisfy
the project implementation on time with a high quality level.
• Coordinates activities of internal teams or external
vendors.
Job Requirements:
• Bachelor degree with an emphasis on the development of
Computer Information Systems, or other related discipline from an accredited
university.
• PMI/PMP certified.
• Minimum of seven years of professional experience with at
least three years experience in IT project management.
• Demonstrated experience in project planning methodologies
and the use of project management software tools.
• Experience in managing the human, financial and physical
resources of a project to ensure the achievement of outputs required.
• Leadership skills and be highly motivated and multi-task
oriented.
• Effective communication, liaison and negotiation skills
both orally and in writing, with diverse audiences and in diverse situations.
• Experience with educational organizations is a plus.
• Experience with reputable organizations with demanding
standards and work ethics is a plus.
• Maintains a good knowledge about the working environment,
which includes hardware and software tools, and follows up changes in order to
stay current with IT updates specifically with the tools s/he uses.
• Experience in data warehouse or business intelligence
reporting projects of a large organization is a plus.
• Fluency in English and Arabic languages.

• Quickly understands the business issues and data

Description Main Duties:
• Serves as highest level technical expert in data
Architecture for software development / infrastructure teams.
• Advises project teams and serves as corner stone in the
design and development of new solutions.
• Designs Architectural frameworks for managing data and
metadata within SEC systems.
• Frameworks may include: logical and physical data design,
data modeling, integration and synchronization of data across systems, data
management tools, optimization of data storage and retrieval goals (business and
technical), data availability/usability/ security, and data and metadata
catalogs.
• Defines the appropriate use of data management tools,
principles, and methods related to company system development and operation.
• Develops and drives enterprise information and data
Architecture strategies and policies for the overall IT project portfolio for a
single area or across multiple functional/operational areas.
• Focus is beyond specific projects, addressing cross
project needs and future program direction.
• Leads Proof of Concepts to assist in defining technology
direction and enabling business strategy.
• Communicates and validates program Architecture solution
and lead Architects, Program / Project Manager, and other stakeholders.
Job Requirements:
• Bachelor's degree and 5 + years of professional data
architecture experience with both normalized and de-normalized models.
• A combination of education and experience may be
considered. Extensive experience with one or more relational database such as
Oracle, MS SQL Server, etc. required.
• Strong SQL/relational database/data modeling skills and
experience with metadata documentation tools and data design tools
(ERwin/Designed ... ) required.
• Good oral and written communication skills;
• strong work ethic; ability to solve problems quickly;
ability to motivate others; and excellent skills in leadership, problem-solving,
decision-making, and communication needed.
Capabilities:
• Expert knowledge data system platforms and database
programming languages.
• Expert knowledge of data security management systems.
• Expert at resolving data related issues including complex
data modeling challenges.
• Ability to act as a technical resource and team lead and
supervise lower level staff.
• Ability to make and decide upon Architecture tradeoffs
and successfully decided and communicates system tradeoffs.
• Experience in designing systems for large educational
institutes will be a definite advantage.
• Ability to influence those with whom the incumbent has no
direct supervisory authority.
Data Architect Addendum:
• Personal experience in the successful execution and
delivery of technology solutions.
• Personal experience in development of, or support of
Enterprise Data Warehouse efforts.
• Personal experience in the creation of, or support of
Data Standards, Frameworks, governance.
• Experience in working in a distributed work environment

Web Designer
Job Description:
• Oversee and participate in the pOital design.
• Responsible for creating the look and feel of World Wide
Web pages.
• Developing a graphic design that effectively communicates
the ideas being promoted by the Web site.
• Take part in the initial planning of a Web page, meeting
with the SEe stakeholders ancl client to discuss ideas for the layout ancl
organization of the site.
• Collect the text documents and images that will appear on
the page and convert them into a form in which they can be viewed.
• Maintain and update the web site design as required.
Job Requirements:
• Diploma degree with an emphasis fine arts graphic design,
or publishing or other related discipline from an accredited university.
• Expcrience with SharePoinl Templates (Application

• Good knowledge in creating web pages with a combination
